Balraj Panwar Among 22 Rowers Inducted into TOPS Development Group Ahead of Asian Games 2026

India has taken another significant step towards strengthening its rowing programme ahead of the 2026 Asian Games, with 22 athletes inducted into the Target Olympic Podium Scheme (TOPS) Development Group following the latest Mission Olympic Cell (MOC) meeting.

The decision, approved during the 174th meeting of the Mission Olympic Cell, comes after the completion of the annual national selection trials and crew finalisation process conducted by the Rowing Federation of India (RFI). Among the prominent names included in the Development Group are Paris Olympian Balraj Panwar, Asian Games silver medallist Arvind Singh and Asian Games double medallist Jaswinder Singh, all of whom are expected to play key roles in India's rowing ambitions over the coming years.

The move reflects a broader strategy aimed not only at improving India's competitiveness at the 2026 Asian Games in Aichi-Nagoya but also at building long-term depth across multiple boat categories with an eye on future international competitions.

Unlike previous approaches that often centred on a handful of medal contenders, the latest TOPS Development Group selections underline India's intention to strengthen entire crews and create sustainable depth within the sport. A total of 22 athletes have been selected across six different boat categories, covering both men's and women's events.

The categories include Men's Single Sculls (M1X), Men's Double Sculls (M2X), Men's Quadruple Sculls (M4X), Lightweight Men's Double Sculls (LM2X), Men's Coxed Eight and Women's Coxless Fours. By investing in multiple crews simultaneously, Indian rowing administrators hope to create a larger pool of elite athletes capable of competing consistently at the continental and global levels.

The selected rowers will now receive support under the TOPS Development framework as they prepare for major international events, including the Asian Games and World Cup competitions.

Balraj Panwar Leads Quadruple Sculls Crew

One of the headline inclusions is Paris Olympian Balraj Panwar. The Army rower made history by qualifying for the Paris Olympics and has emerged as one of India's most recognizable rowing athletes. Rather than competing in a single scull category, Balraj has been included in the Men's Quadruple Sculls crew alongside Satnam Singh, Jakar Khan and Salman Khan.

The formation of this crew signals India's intent to challenge strongly in team boat events, where synchronized performance and collective strength often prove decisive. Balraj's international experience is expected to be a major asset as the crew builds towards the Asian Games.

Asian Games silver medallist Arvind Singh has been selected in the Men's Single Sculls category. One of India's most accomplished rowers over the past decade, Arvind brings considerable international experience and remains among the country's strongest medal prospects.

Another notable inclusion is Jaswinder Singh, who won two medals at the 2022 Asian Games. Jaswinder has been named in the Men's Coxed Eight crew, where his experience will be crucial in guiding a relatively young but ambitious lineup. The Coxed Eight boat features Jaswinder Singh, Nitin Kumar, Babulal Yadav, Yogesh Kumar, Ghurde Vipul Satish, Saurav Kumar, Iqbal Singh, Sannee Kumar and Dhananjay Uttam Pande.

This boat category often demands exceptional teamwork and endurance, making continuity and experience particularly valuable.

The Men's Double Sculls crew comprises Navdeep Singh and Kulwinder Singh, while Lakshay and Ujjwal Kumar Singh have been selected for the Lightweight Men's Double Sculls category. Both combinations will be expected to gain valuable international exposure over the next two years as India seeks to improve its standing in rowing across Asia. Meanwhile, the women's programme has also received a boost through the inclusion of a Women's Coxless Four crew featuring Gurbani Kaur, Poonam, Tendenthoi and Aleena Anto.

The development of women's rowing remains a key priority for Indian rowing authorities, and sustained support through TOPS could play a crucial role in accelerating progress.

Although rowing has not featured in the Commonwealth Games since the 1986 edition in Edinburgh, there is growing optimism that the sport could return when India hosts the event.

If that happens, having a deep and experienced athlete pool will be essential. The latest TOPS Development Group selections therefore represent more than preparation for a single competition. They are part of a long-term effort to establish India as a consistent force in international rowing.

With Olympic representation, Asian Games medallists and a new generation of emerging talent now receiving structured support, Indian rowing appears determined to build a stronger foundation for both immediate success and future growth.
