To ensure neutrality and meritocracy, these individuals cannot be handpicked arbitrarily; they must be selected from a panel of names recommended by an independent Search-cum-Selection Committee.
2. Strict Term Limits and the End of "Dual-Hatting"
One of the most significant changes targeting sports politics in India relates to term limits and conflicts of interest:
Tenure: The Chairperson and Members will hold office for a term of three years or until they reach the age of 65, whichever comes first.
Re-appointment: To maintain continuity while encouraging fresh leadership, individuals are eligible for re-appointment for only one more term, subject to the upper age limit.
No Cooling-Off Exploitation / Dual Roles: In a massive blow to administrative monopolies, the rules explicitly state that during their tenure, the Chairperson or any Member cannot hold any position in any International Sports Body, National Sports Body, or their affiliate units. This complete separation of powers ensures that board members remain objective regulators without personal stakes in individual sports federations.
3. Financial Disclosures and Accountability
To combat corruption and nepotism, the rules mandate that before entering office—and on an annual basis thereafter—the Chairperson and Members must formally declare their assets, liabilities, and financial interests.
If a conflict of interest arises that could prejudicially affect their regulatory duties, or if a member is adjudged insolvent or convicted of an offense involving moral turpitude, the Central Government is mandated to remove them from office. This guarantees a clean, high-integrity leadership layer.
4. Competitive Compensation to Attract Top Talent
Historically, sports administration positions were either purely honorary or prone to financial opacity. The 2026 Rules formalize a highly professionalized, corporate-style compensation model to attract top-tier global talent.

The rules provide two compensation pathways:
Deputation Pathway: If an official is appointed on deputation from the Government, a statutory body, or an autonomous organization, their salary will align with top bureaucratic tiers. The Chairperson will receive a salary equivalent to a Secretary to the Government of India, while Members will match the pay scale of an Additional Secretary.
Consolidated Fixed Salary: For experts joining from the private sector or international sports domains who are not on deputation, the financial packages are fixed and substantial:
Chairperson: A fixed consolidated salary of ₹5,62,500 per month (excluding house and car).
Members: A fixed consolidated salary of ₹5,00,000 per month (excluding house and car).
Additionally, they are entitled to standard leave, travel allowances, and benefits under the Central Government Health Scheme (CGHS).
5. Core Functions: What Will the Board Do?
The NSB will function as the overarching regulatory watchdog for sports bodies across India. Its core operational mandates include:
The National Sports Election Panel: The Board will maintain an official roster for this panel to ensure clean, democratic, and timely elections within various national sports federations.
Affiliate Registers as Public Documents: The Board will maintain a definitive register of all affiliate units of National Sports Bodies. To ensure complete public transparency, these rosters and registers will legally be treated as "public documents" under Section 74 of the Bharatiya Sakshya Adhiniyam, 2023.
Standardizing Governance Guidelines: The Board is empowered to formulate model guidelines regarding the constitution, day-to-day operations, and committee procedures of National Sports Bodies.
Global Alignment: The NSB is tasked with researching and recommending the adoption of international covenants and global best practices in sports governance, alongside organizing workshops and training programs for domestic stakeholders.
6. Rigorous Audits and Parliamentary Oversight
The new framework ensures that the NSB itself remains highly accountable. The rules establish a strict financial pipeline governed by the Comptroller and Auditor General (CAG) of India:
At the end of every financial year, the Board must prepare its balance sheets, income/expenditure accounts, and receipt/payment books.
These statements must be sent to the CAG for a formal audit within three months of the financial year ending.
Crucially, the final audited accounts, along with the CAG’s audit report, must be laid before each House of Parliament. This guarantees absolute democratic, legislative oversight over how public funds are utilized for sports governance.
