World Boxing Lifts Sanctions on Russia, Allows Athletes to Compete Under National Flag and Anthem

In a significant policy shift with far-reaching implications for international boxing, World Boxing has announced that Russian athletes will once again be permitted to compete under their national flag and anthem at its sanctioned events.

In a statement, World Boxing said its Executive Committee had accepted that Russian athletes would "take part in World Boxing competitions like boxers from any other national federation."

However, the governing body stressed that the decision does not mean Russian delegations will operate without oversight.

Russian and Belarusian athletes were widely excluded from international sporting competitions after Russia launched its military invasion of Ukraine in February 2022. Many international federations suspended Russian participation entirely, while others permitted athletes to compete only as neutrals without national symbols.

World Boxing initially followed a cautious approach. Earlier this year, in April 2026, the federation announced that Russian boxers would be allowed to return under neutral status, without representing the Russian flag or anthem.

Thursday's announcement represents a further step, restoring full sporting recognition within World Boxing competitions. The decision reflects changing policies across several international sporting organisations that have begun reviewing restrictions imposed following the conflict.

The move follows an important development by the International Olympic Committee (IOC) earlier this month. In early July, the IOC lifted the suspension of the Russian Olympic Committee (ROC) and eased several restrictions that had limited Russian athletes' participation in Olympic qualification pathways.

As a result, Russian athletes are now expected to be eligible to pursue qualification for the Los Angeles 2028 Olympic Games, subject to the qualification criteria established by their respective international federations. World Boxing's decision is therefore seen as a natural progression, particularly given its role as boxing's Olympic-recognised governing body.

The organisation stated that while Russian athletes will compete without restrictions regarding national identity, their participation will continue to be governed by strict sporting regulations and anti-doping standards.

The organisation is backed by former middleweight world champion Gennady Golovkin of Kazakhstan, who has played a prominent role in its development.

The announcement was welcomed by Russian officials. Russian Sports Minister Mikhail Degtyarev described the decision as an important milestone for the country's sporting community. Posting on Telegram, Degtyarev said Russian boxing was "returning to the international stage."

He added that World Boxing had authorised Russian athletes across all age categories to participate in international competitions under the country's national symbols, describing the development as a major achievement for Russian sport.
