Sports Ministry Sets ₹50 Crore Funding Ceiling for Major International Sporting Events in India

The Sports Ministry has set funding ceilings of up to ₹50 crore for eligible international sporting events in India, with separate assistance limits for World Championships and Asian Championships.
The Ministry of Youth Affairs and Sports has prescribed financial assistance of up to ₹50 crore for hosting select international sporting events in India, establishing a tiered funding framework under its Scheme of Assistance to National Sports Federations (NSFs).
The revised guidelines set different funding ceilings according to the importance of the competition, India's international performance in the relevant sport and the scale of participation. The assistance is intended to support the organisation of major international tournaments in India, while ensuring that proposals are assessed against prescribed eligibility conditions and the approved Annual Calendar for Training and Competition (ACTC).
The framework covers World Championships, Asian Championships and similar competitions across Olympic, indigenous and traditional sports. It also specifies the expenses that can be covered through government assistance and the process through which individual proposals will be evaluated.
The highest funding ceiling of ₹50 crore applies to senior World Championships in Olympic sports where India has won medals or finished among the top 10 in individual or team events at the Olympics or World Championships.
However, the provision is subject to participation thresholds designed to ensure that the event attracts a substantial international field.
For individual competitions, the tournament must involve more than 50 participating countries and over 500 athletes. For team events, the requirements are more than 12 participating countries and over 200 athletes.
The guidelines prescribe a maximum assistance ceiling of ₹20 crore for World Championships in Olympic sports where India has won medals or finished among the top 16 at the Olympics or World Championships, subject to the applicable participation criteria.
A further category provides for assistance of up to ₹10 crore for competitions in Olympic sports in which India has qualified for the Olympics, subject to the lower participation thresholds specified in the guidelines.
These provisions create a differentiated funding structure that takes account of India's standing in a sport and the scale of the proposed competition. The maximum amounts represent ceilings rather than guaranteed grants, with individual proposals remaining subject to assessment.
Funding Provisions for Indigenous and Traditional Sports
The scheme also recognises the importance of indigenous and traditional sports by providing dedicated financial assistance for their international championships. World Championships in these disciplines can receive assistance of up to ₹20 crore when they meet the higher participation thresholds. Events meeting the lower thresholds are eligible for assistance of up to ₹10 crore.
The inclusion of these categories broadens the framework beyond Olympic disciplines and creates a mechanism for supporting major international competitions in traditional sports. The guidelines also provide funding for Asian Championships and similar events, with the maximum amount determined by the sport's category and India's competitive record.
For Asian Championships and similar competitions in Olympic sports where India has won medals at the Asian Games, the maximum assistance is ₹20 crore for events meeting the higher participation thresholds and ₹5 crore for those meeting the lower thresholds.
In Olympic sports in which India has participated at the Asian Games, the maximum assistance is ₹2 crore under the applicable lower participation criteria. Asian Championships and similar events in indigenous and traditional sports are eligible for assistance of up to ₹5 crore when they meet the higher participation thresholds. The ceiling is ₹3 crore for competitions meeting the lower thresholds.
These distinctions allow the Ministry to consider different levels of competition and participation while determining the support available to organisers.
For national sports federations seeking to host international tournaments, the prescribed ceilings provide a framework for estimating potential government assistance. However, the final amount will depend on the specific event, its eligibility and the assessment of the proposal.
The guidelines allow financial assistance to cover several operational requirements associated with hosting international competitions. Eligible expenses include boarding, lodging and transportation for participants, venue rental, consumable equipment, medals and awards, prize money, and remuneration and travel costs for technical officials.
The provisions also cover competition sanction fees, uniforms, doping tests, event insurance, electricity, accessibility audits and accessible transportation.
The inclusion of accessibility-related expenses is particularly relevant for organisers seeking to ensure that venues and transport arrangements meet the requirements of athletes and other participants with disabilities.
By covering a broad range of event-related costs, the scheme provides support for both competition delivery and the logistical requirements involved in hosting international sporting delegations. However, the availability of assistance for these expenses does not mean every proposed cost will automatically be approved. Expenditure remains subject to the applicable provisions and the assessment of the event proposal.
The Ministry's guidelines establish a review process under which a committee will assess the requirements of each proposal and recommend an appropriate level of financial assistance within the prescribed ceiling.
Depending on the circumstances, funds may be released directly to organising agencies or vendors when grants cannot be disbursed directly to the National Sports Federation. The framework also permits hosting or competition sanction fees to be paid directly to the concerned international federation, subject to the prescribed conditions.
These arrangements provide flexibility in how eligible event expenses are financed and settled while retaining an assessment mechanism for determining the appropriate level of assistance.
The ₹50 crore ceiling establishes the highest level of support available under the specified provisions for major senior World Championships in Olympic sports. The additional categories for other Olympic disciplines, Asian Championships and indigenous sports provide a wider structure for evaluating international event-hosting proposals.
For Indian sports federations, the framework offers an opportunity to seek government assistance for eligible tournaments while planning budgets around clearly differentiated maximum amounts.
The ultimate level of support, however, will depend on India's sporting record, participation levels, the category of competition and the committee's assessment of the proposal.
As India seeks to strengthen its position as a host of international sporting events, the effectiveness of the framework will depend on how successfully federations use the available provisions to organise competitive, accessible and well-managed tournaments.
